CI: golangci-lint config validation is useless and flaky #3914

Description
By default, the golangci-lint github action does a preflight configuration validation that requires retrieving a schema file from their servers.
This is useless in our context, as running golangci to verify code will enforce validation of the config file anyhow, and this is prone to random failures if the remote location of the schema cannot be found.
Suggesting we disable config validation on the action.
