Follow-up to #7026. Runs the test builds with -T 1C (4 threads on GitHub standard runners):

  • incremental-build > Incremental build
  • full-build > Full build (excluding itests)

The single-threaded Incremental build step is now the PR critical path: 28.8-30.1 min on PRs that rebuild everything (#7022, #7023, #7026).

Kept separate from #7026 because parallel module builds can expose tests that share state or ports. Known example: ReplicateCommandTest.testMultithreaded already flakes on its own Mockito stubbing race. A full local build and test run with -T 1C passed 18,840 tests, including the pax-exam feature itests.

This PR touches only ci.yml, so its own CI rebuilds everything and the Incremental build step time is directly comparable to the numbers above. Full-build timing shows after merge.
