We didn't see this from the v1 actions, but this could be unrelated.
I don't see related options for controlling this in https://github.com/aws-actions/aws-cloudformation-github-deploy/blob/master/action.yml, so this may require a code change in the action, rather than just a configuration change in this project's use of that action.
