Now that our [data architecture blog post](https://ccao-data.github.io/blog/posts/data-architecture/) is live, I figure we should link to it in places where it might help readers better understand our architecture decisions. This PR adds a link to the Resources section of the handbook, alongside other helpful links for understanding our DevOps practices.
