Per IT policy, we need to deactivate IAM user accounts after 30 days of inactivity. This includes the user that runs the yearly Socrata agent refresh. In order to comply with the policy, we plan to deactivate the user during the year, and then reactivate it for the annual refresh. This PR updates the docs for the annual refresh to explain this step.
