feat(policy): name a decision offered back to the human at turn end - #1050
Conversation
policy/turn-ask.rego raises `turn ask early` when a final message hands back a decision the agent's evidence settles. Its own rule row and module, as the verdict's sole raiser: folding it into stop-posture would rename the hedge's row, which config-lint reads as rule-removed. It carries a copy of that module's scrub, since `policy test` loads each module as its own bundle and an import resolved to nothing. The `deferral-offered` pattern is measured, not chosen: over the #928 landing session's 2577 final messages, bare `your call` fired 6 times and 3 reported a decision already made, so only the four forward-looking shapes that were 4 of 4 real punts are in. One transcript's evidence, stated on the row. stop_posture.rs installs both modules through one helper and pins the engine path; deferral-unread and hedge-unread are both caught by the sweep. Closes: CLOUD-1954

Exclude reports of decisions already made.
Your call, and it was the right one. matches Your call, , although it reports a past decision. A Stop message with that sentence receives the turn ask early advisory. Narrow this alternative to forward-looking offers. Keep the copies in policy/turn-ask.rego and crates/batten/tests/it/stop_posture.rs in sync.

Scrub curly-quoted reports before matching offers.
The shared md-quoted-span pattern matches straight double quotes only. A Stop message such as The review quoted “Your call, three ways” as an anti-pattern. can therefore survive the scrub and raise turn ask early.
Extend the shared quoted-span pattern, then add a silent integration case for this message.
