Summary
Root cause
@plannotator/ui 0.35.1 imports @plannotator/core/annotation-threads, but that Core export landed after @plannotator/core 0.25.0 had been published. The exact dependency fixed the workspace-protocol leak while exposing this independent missing-export defect.
Verification
The smoke installs only the packed UI as a consumer dependency. A pnpm override supplies the locally packed unpublished Core 0.25.1 transitively, allowing this prepublish gate to run before either new version exists in the registry.
