feat(boss): 按凭证能力显示海投和补职位描述 - #122

GET /api/applications/boss-login 新增 capabilities: {sync, search}，取自 boss status --json 的 credential_present / search_authenticated。扫码登录没有 __zp_stoken__，search 恒为 false。
前端：
- 岗位页「BOSS 海投」在 search=false 时降为次要样式，带「需网页登录」角标和 tooltip，按钮仍可点。
- 岗位详情「从 BOSS 补全」在 search=false 时改成提示：去 BOSS 复制职位描述后重新保存。
- 共用 hook useBossSearchAvailable（components/boss-login.tsx）。
以后有了网页登录，search 变 true，按钮自动恢复，不用再改 UI。
测试：test_boss_sync.py 新增 capabilities 三种情况。注意：这个文件的假 boss 命令是 shebang 脚本，在 Windows 本地全部报 WinError 193（main 上的旧用例也一样），以 Linux CI 为准。
