[REFACTOR] Simplify canonical script operation adapters

Align selected TIRx, CUDA and Relax adapters with canonical operands so ordinary call printing reconstructs their IR directly. Preserve canonical isnan operands, remove the obsolete CUDA ldg surface, and align reduce_negate consumers with its public operand order.

Construct Relax Python callbacks and destination-passing calls with canonical operands and keyword-only type arguments, preserving inference, semantic attributes and explicit result types. Retain call_dps_packed string-callee convenience with guarded printing that preserves explicit callee identity. Migrate native, script, distributed and frontend consumers to these forms.
