Follow on to #6119

For efficient use of arrays arrow-datafusion should support some operations:

• Concatenate (use operator ||) (array_concat, array_append and array_prepend analog)

Examples:

select make_array(1, 2, 3) || make_array(4, 5, 6);
----
[1, 2, 3, 4, 5, 6]

select 1 || make_array(2, 3, 4);
----
[1, 2, 3, 4]

select make_array(1, 2, 3) || 4;
----
[1, 2, 3, 4]
