Release DataFusion 11.0.0 #3012

It will soon be time for the next release. I plan on cutting the RC on August 12th.

- Upgrade to Arrow 20.0.0: Upgrade to arrow 20.0.0 (but no change to object_store), including

- Improve the user guide
- Add DataFrame reference to the user guide #3067
- Add all scalar SQL functions to user guide #3090

- MINOR: User Guide: Move expressions to top-level page #3134
- minor: remove python docs, now they're in another project #3119
- User Guide: Add documentation for JOIN syntax #3130
- User Guide: Add documentation for subquery syntax #3132

- MINOR: User Guide: Move Data Types and Information Schema to their own pages #3131
- MINOR: Fix broken links in contrib guide #3135
- Prepare RC
- Release once the vote has passed
- Write a blog post covering the past three months of improvements

FYI @andygrove arrow is upgraded #3083 (kudos to @avantgardnerio )
I am actively working on an
object_storerelease candidate now: apache/arrow-rs#2261@tustvold has a PR to upgrade here #3089 but I likely won't be able to release it this weekend -- so it likely won't make the planned Aug 12th cut off for DataFusion RC
Once I have a more specific ETA perhaps we can consider adjusting the RC creation date

@alamb Now that #3089 is merged, are we unblocked on cutting a DataFusion RC?
I have some small user guide PRs that I would like to get in first. How about I cut the RC this Friday, August 19?

Sounds great to me -- I don't know of any other imminent outstanding issues that I would recommend holding the release for
