Support physical execution of Range repartitioning #23137

Is your feature request related to a problem or challenge?
This work is part of the broader #22395 epic for implementing range repartitioning. Specifically, we have the logical Partitioning::Range scheme created, and the physical planning of logical -> RepartitionExec with Range, and now we need to complete the physical execution of actually routing rows into range partitions.
