[EPIC] Statistics Cache Improvements #19051

DataFusion currently includes a statistics cache for Parquet files (so that statistics don't have to be re-created when the same file is read multiple times)

This epic lists several improvements to the statistics cache infrastructure

• Add a way to show the contents of the FileStatisticsCache in datafusion-cli #18953
• Add limit to DefaultFileStatisticsCache #19052
