Expose Flight session messages for clients that manage server state. The optional SQL hint lets clients choose the prepared statement command when the server provides that information.

Which issue does this PR close?
Rationale for this change
Flight clients need protocol messages for server session options. A prepared statement result can also tell a Flight SQL client whether to use the query or update command.
What changes are included in this PR?
arrow-flight.is_updatefield to the prepared statement result and update the example and test initializers.Are these changes tested?
No dedicated tests were added for the new protobuf fields. The existing Flight and Flight SQL unit, integration, and documentation tests pass with all features, including the updated prepared statement examples.
Are there any significant user-facing changes?
The new session message types are public. The optional
is_updatefield is wire compatible, but adding it to a public Rust struct requires downstream struct literals to supply a value. The Go package path change is described in #11499.AI assistance was used to review the generated Rust bindings and prepare this PR.
