The dev website deployment is waiting for a GitHub-hosted runner during the current Actions runner-assignment incident. Use the existing
blacksmith-4vcpu-ubuntu-2404runner for dev deployments, matching this repository's CI. Production continues to useubuntu-latest.This changes only the runner selection; the deployment still uses the dev GitHub environment, its OIDC role and secrets, and
sst deploy --stage=dev. The job's branch guard and production settings remain unchanged.Validation: formatting and diff checks pass. The runner label is already used successfully by this repository's required CI jobs and the Console dev deployment. This lets the merged dev-only Console navigation rollout continue through the normal deploy workflow.
