What does this PR do?

While working on a telegram bot plugin for v2 (not included in this PR), I needed to expose more capabilities to enable plugin features.

• mapping questions to telegram forms
• listing sessions for telegram /sessions command
• streaming session events to the telegram bot
• expose interface for permissions, skills, compact, revert
