[bug] switching from plan mode to build agent #9055

When build agent is disabled, users cannot proceed to implementation from created plan via Yes option in TUI

Steps to reproduce
-
disable build agent
-
make plan agent to create a plan
- get the plan write and question responses:
- Select "Yes"
- App doesn't crush, but it's unusable with the displayed error message.
- "Yes" option only works with build agent. App allows users to mutate build agent, but does not handle disabled build agent case, does not provide any fallback.
