The 'Plan' agent does not adhere to the planning only rule, and start making code changes. This does not always happen but it does start making code changes occasionally.
Plugins
No response
OpenCode version
v1.1.43
Steps to reproduce
to enter plan mode, then prompt agents to work on planning a few turns.
Without explicitly telling the agent to make code changes, it start doing it on its own.

I am under the impression that the decision to write or not remains with the model. In other words, the plan contract isn't enforced by OpenCode's architecture, it's expected to be respected by the LLM.
I'm also confirming this. Sometimes plan mode asks me for permission before creating /tmp directories and files and sometimes it just does it. Whatever the guardrails are, they need to be made more sturdy.
