Add GoJS software license to ScanCode

Add GoJS software license to ScanCode so scanning https://github.com/NorthwoodsSoftware/GoJS will not throw commercial-license on license.html but actually recognize the license.

How To Reproduce

1. git clone https://github.com/NorthwoodsSoftware/GoJS.git
2. Run scancode with default option on GOJS directory.

There is a "GoJS" license in the LicenseDB identified as LicenseRef-scancode-northwoods-sla-2021 but there is now a more recent one dated November 1, 2024 which I am about to create. work-in-progress.

Two (2) new licenses created in DejaCode enterprise and public:

LicenseRef-scancode-northwoods-sla-2024 Commercial.
LicenseRef-scancode-northwoods-evaluation-2024 Proprietary Free. Internal use only for evaluation purposes. Not suitable for product usage.
