ci: skip Sonar on Dependabot PRs and pin the mutation-kind sample seed

- sonar.yml: Dependabot runs get no Actions secrets, so `sonarscanner begin`
  failed on an empty SONAR_TOKEN on every dependency PR (#134, #135, #136).
- SoundnessPropertyTests.EveryMutationKindIsGeneratedOnAcyclicProcedures drew
  an unseeded 600-mutant sample, which occasionally missed the rarest kind
  (failed ubuntu gates on #136). Pin it with Check.Single(gen, predicate, seed).
