Program candidates can now be measured and emitted directly from charged RuntimeProgram metadata, and frame preimages read ordered lengths from charged indexed records. Pending literal and basis spans remain rooted until synchronous consumption or explicit retained-ticket transfer. The emitter does not require a recursive Graph/Rope carrier.
This adds source-owned ProgramEmit, FrameEmit, Output, OwnedRead and typed scenario owners. Frame composition stores child control without an Arena and moves one achieved Arena/Usage through child operations. Charged frame-record links are checked before output; empty objects retain their ordered length entries. Binding data is supplied by the integrity owner, and Output.end marks the preimage boundary. Existing format-2/hash meanings are unchanged; no format-3 acceptance token or checksum identity is introduced.
Related to #12 and #17; contributes to integration #78 and follows parser checkpoint #80. The historical profile-02 wording in the issues is not a compatibility claim.
Validation: host diagnostics using the existing LexLean #393 compiler at 3fe13b50e8d3b20e7e24d7fc8cd6b7a232c1471e and Lean 4.32.1 passed all 39 opcode measure/stream fixtures, actual independent GraphParse-to-GraphEmit checks, empty/U64/domain/pause scenarios, frame boundaries/conditional spans, retained failures, cancellation and separate returned-ticket audits. The planted naturalConstant wire-tag defect compiled and failed at runOpcodes with typed mismatch/exit 1; exact restored source passed both complete owner groups. All seven new module declaration payloads are unchanged in the diagnostic dependency projection. Evidence and its limitations are in docs/verification/wire-emitter.md and adjacent JSON.
Draft: the exact locked SDK, model-write, production emitter export/certificates/replay, general refinement, Core admission/search/controller binding, production frame parsing/object demultiplexing, versioned integrity composition and complete just vv remain unqualified. Diagnostic projections omit inherited theorems/uncalled dependency declarations; they are not release acceptance. No SDK repin, universal policy change, contributor-branch modification, merge or release is included.
