what changed: new LICENSE.md holding the PolyForm Shield 1.0.0 text, copied unmodified from LICENSE lines 8-96, with the Required Notice line and a pointer to NOTICE for captured pages. why: the owner asked for a PolyForm licence file as markdown; Shield is the licence chosen in ADR-0130. LICENSE is kept as is. what you verified: verified - the body diffs identical to LICENSE; no code path touched. what you got wrong: nothing to report. Note: two licence files may stop GitHub detecting either (REUSE.toml comment); the owner chose to keep both.
