refactor(runtime): call injected authorities directly

Summary

• delete ApplicationCatalogProviderV1 and store the lazy catalog composer callback directly in the Git transaction owner
• delete the private CurrentCallableCodeAccessPort/production mirror and call the current-access callback directly
• retain the public callable-code authorization boundary, revalidation, concealment, mutable test behavior, and all Git transaction lifetime/security owners

Tests

• Git transaction suite: 25 passed
• callable authorization: 4 passed
• root catalog authorization: 1 passed
• affected check/clippy clean
• formatting, diff checks, commitlint, and removed-name census clean
• independent review approved with no findings
