Evaluate whether dedicated *-ci-base-test image should remain after migration.
Scope
- Compare CI duration/cost with and without dedicated test image.
- Keep separate image only if measured benefit is material.
Acceptance Criteria
- Decision is documented with CI measurement evidence.
- Test image is removed unless justified exception is approved.
