Check reference documentation auto-generation

This is part of the monorepo project.

API-documenter config may need to be updated
Initially, only documenting core is fine (status quo)
Consider adjusting the process so that we also publish reference documentation for plugins (can be follow up work)

Zoe is working on the API documentation. I created a new issue for the plugin documentation.
