Set up linting #7760

This is part of the monorepo project.

• Convert the blockly repository lint config to a flat configuration.
• Configure the config to apply core rules to core and the current blockly-samples config to plugins
• File a follow-up bug to converge linting/styles, and write it so that external contributors can help.
  • Decide whether to make core stricter or plugins less strict.
