pgxntool 2.2.0 added a check-stale-expected target that flags test/expected/*.out files with no corresponding test/sql/*.sql. It caught test/expected/trigger.out, orphaned since 07bb68b (2017) when trigger.sql's coverage was folded into all.sql but the old expected output was never removed. Delete it. check-stale-expected also exposed a pgxntool ordering bug: it depends on installcheck but is listed ahead of install in TEST_DEPS, and Make evaluates a target's prerequisites in file-parse order across stanzas -- so plain `make test` ran installcheck before install ever happened. Force installcheck to require install locally until pgxntool fixes this upstream.
pgxntool 2.2.0's check-stale-expected target depends on installcheck but is listed ahead of install in TEST_DEPS, and Make evaluates a target's prerequisites in file-parse order across stanzas -- so plain `make test` ran installcheck before install ever happened. Force the correct order locally until pgxntool fixes this upstream.
