What is the expected behaviour/value?

Taking "6% increased mana reservation efficiency of skills" small cluster jewel as an example here.
When the small cluster has "Added small passive skills have 25% (or 35%) increased effect" mod, the passive nodes should have 7% or 8% increased mana reservation efficiency respectively.

What is the actual behaviour/value?

Currently, the value 6% is constant and not affected in the tree.

How to reproduce the issue

Gave an example build, you can remove "Added small passive skills have 25% increased effect" or replace 25% to 35% to validate the 3 testing cases.
