Make app-bundle install atomic and surface low-storage errors
As we noticed at our community days, an out-of-storage error can occur without being surfaced properly, causing the "home" page to be blank in Formulus.
This PR solves this, by keeping the previous bundle intact until staging commits via rename, and map insufficient-space failures to an explicit Sync error.
Fixes #918.
