fix(formulus): hoist buffer for release Metro and speed up Android CI - #740

Add buffer as a direct dependency so createBundleReleaseJsAndAssets can resolve it under pnpm. For CI: one Gradle invocation for APK+AAB, cache vendored Notifee, and keep full ABIs for GitHub Releases only (arm64 smoke on PR/push). Co-authored-by: Cursor <cursoragent@cursor.com>
