WalkthroughCMake checks cuTile prerequisites and resolves Python and bin2c paths. It runs smoke-kernel and fused-1NN kernel generation only when cuTile is enabled, passing the resolved tools to the generators. ChangescuTile Configuration and Generation

Review comments at @cpp/cmake/modules/generate_cutile_kernels.cmake:
- Around line 220-223: Reorder the arguments to the set_property call in the
directory dependency setup so APPEND is treated as an option, not a property
value. Preserve both matrix files as CMAKE_CONFIGURE_DEPENDS when smoke and
fused-1NN generation call this function.
- Line 40: Update the bin2c discovery in the CMake flow to resolve it
exclusively within CUDAToolkit_BIN_DIR, rather than accepting an executable
found elsewhere on PATH. Invalidate or revalidate any cached bin2c result when
the detected toolkit changes.

- Line 40: Remove REQUIRED from the find_program call for bin2c in the cuTile
kernel-generation configuration so a missing executable reaches the existing
CUVS_CUTILE_BIN2C fallback and allows CMake to continue with cuTile disabled.

Since #2739, `find_program(bin2c ...)` only searches `CUDAToolkit_BIN_DIR` with `NO_DEFAULT_PATH`. In conda environments that directory is `targets/<arch>/bin`, which only contains an `nvcc` symlink, so every conda build since 2026-10-07 configures with `cuTile disabled: bin2c not found`, and the cuTile backend and its tests are silently skipped. This also searches the directory of the resolved `nvcc`, where conda installs `bin2c`. To keep this from regressing silently again, configuration now fails with CUDA 13.1+ (the first release with `tileiras`) when `bin2c` or cuTile Python is missing. With CUDA 13.0 a missing prerequisite still just disables cuTile, and with CUDA 12 cuTile stays off. Verified in #2813 ([run](https://github.com/NVIDIA/cuvs/actions/runs/38092833146)): the build logs `Using cuTile Python` again. On arm64 CUDA 13.3, A100 runs and passes every cuTile `NNTest` case and `CUTILE_SMOKE_TEST`, and GB300 (sm_103, which has no embedded cubin) skips them cleanly. Found in #2783.
