Adds schemas/arstotzka/{actiony,locky,registry}/v1 and common/boilerplate/v4 (additive — v3 untouched, its 3 existing consumers unaffected).

Context: arstotzka's three services (actiony/locky/registry) currently hand-duplicate their config schemas as local TypeScript objects instead of composing them from this package. This PR adds the real schema definitions here so they can consume them properly, as part of arstotzka's migration to ts-server-boilerplate conventions.

• common/boilerplate/v4: copy of v3 plus x-env-value for server.request.payload.limit and server.response.compression.enabled (previously missing, needed for arstotzka's existing live env vars REQUEST_PAYLOAD_LIMIT/RESPONSE_COMPRESSION_ENABLED).
• Three new per-service schemas, each allOf-composing common/boilerplate/v4 + common/db/partial/v2 + a local db.{type,schema,database}/mediator/app block, following the same pattern as vector/retiler/v2.
