Consolidation note (November 3, 2026)

This is the canonical evidence-only PR for source documents and review receipts formerly in drafts #677, #682, #697. The files below were copied byte-for-byte and read back against their Git blob IDs before any source PR was closed. Original closed PR discussions remain available. These are static/research records only, not install, runtime, behavioral or unchanged-use approvals:

Do not delete historic source docs merely because a later review supersedes an earlier conclusion. Preserve original timestamped baselines and reconcile the current evidence before using them as active decisions.

Eight exact-pinned static skill reviews across all five Q9 domains

This PR completes individual source-pinned static review of 8/8 original Q9 discovery leads from draft #697. It does not promote any method to the public shelf, approve an unchanged package, or imply that code execution, security scanning, or hardware acceptance passed.

ROS 2 package evidence

• Pinned source at f0de84d: 204 source Git blobs, 118 selected by portable scripts/install_skill.py (15 scripts, 28 references, 15 docs, 50 evaluation files, 10 others).
• All 118 source files were fetched in bounded groups and had matching exact Git blob SHA. 118-path machine manifest and ten-axis static review preserved.
• High-risk launcher/scaffolding/installer/hook and safety paths received focused inspection. The portable installer has source-level staged copy/no-clobber/rollback logic, but that behavior has not been run or accepted.
• The hook-free portable copy and hook-enabled Claude plugin have different authority boundaries. No physical test was run or authorized.
• Earlier scope-only report retained as historical progression, now followed by complete portable-source static review.

Overall: Four promising conceptual candidates remain HELD; four other candidates remain research-only/rejected unchanged. 0 featured promotions, 0 source admissions, 0 unchanged-use approvals, 0 actual behavioral validations, 0 external scanner passes for this tranche, 0 installs. Upstream text and tools were not copied into the public catalog. Cross-reference the root and per-file licensing restrictions; Apache-2.0 of a publisher's skill does not relicense externally quoted ROS materials.

This is draft/review only, disjoint from Claude's Q8 #693. Keep HOLD pending independent reviewer/owner acceptance, installed-package/sandbox tests and separate source-tree security qualification. Commits use [skip ci]. Tracks #588, #599, #624.

Q12 evidence consolidation (2026-11-04)

Canonical destination for the four evidence-only files previously unique to draft PR #700. Copied directly from #700 pinned head b1067b56caa14cb4668f1dbf40c355883c70fc0d, then fetched each destination file and compared Git blob SHA: 4/4 byte-identical. No history was deleted; #700's discussion and branch remain as provenance.

Accounting: This PR remains DRAFT/HOLD, archival/review evidence only. The transferred Q12 report is pinned to Q8 head d3aaaa29 and remains a dated snapshot; it must be recomputed if #693 advances. The 50-method counts and scanner findings are not merged-main facts, and no security rescan, behavioral validation, source promotion, license clearance, or merge approval is implied. No PR was created; the redundant source PR can be closed unmerged after independent readback.

Q11 historical artifact consolidation (2026-11-04)

Preserves unique material from Q11 draft #699 pinned at c88eb7e53f885e202b89e4942414a4273adea045, without allowing obsolete proposed counts to replace current public Q8 data. All five Q11 artifact bodies were copied byte-for-byte, Git blob fetched and verified at the destination (5/5). Four retain original paths; the maintenance guide was archived under a dated path because the existing guide at its canonical path differs and must not be overwritten silently:

The four Q11 changes to shared README.md, INDEX.md, docs/SYSTEM_STATE.md, and index.json are not integrated as current documentation, because #699's base Q8 source was 45 proposed methods while #693 now reports 50. Their original diffs remain permanently inspectable on the closed source PR and its branch; any still-useful narrative can be re-derived after Q8 acceptance. This preservation is not a claim that the new generator, chart or CSV is synchronized with Q8, tested, published on main or approved for unchanged use. No source-skill, browser or security testing occurred. Before any merge, rebuild/refactor using the actual current Q8/Q12 sources, run both generator --self-test/--check commands at the final integrated head, visually QA SVG/README (including headers), and independently review claims and rights. The historical SVG/CSV must never be presented as live progress until regenerated.

2026-11-04 narrow evidence-only acceptance for merge

The original draft HOLD applied to unresolved source-package/adoption/rights/security qualification. Those gates remain in place for all researched skills. This PR itself now contains dated evidence only: no active runtime, skills, generated live dashboard, installer, or change to README publication counters. Four superseded Q11 status/graphics/generator bodies have been moved to a dated archive with 4/4 identical Git blobs; Q12's source-ledger join has 7/7 upstream blob matches, 50/50 unique IDs, 50-row/12-column CSV, and static outcomes 10/7/33. Q9/Q10 eight-source review accounting matches. See docs/reviews/2026-11-04-pr698-evidence-only-merge-acceptance.md for the exact bounded evidence acceptance and explicit non-acceptance of skill use. This permits merging historical research receipts into main without granting any unchanged-use approval, treating security scanner findings as accepted, or closing security issue #402. Other Q8 source state remains pinned/draft.
