Bounded passive documentation and evidence-navigation correction. No skill manifests, source pins, security statuses, semantic scores, taxonomy, inventory counts, runtime, CI, or scanner changed.

• docs/SYSTEM_STATE.md: current state leads; nine superseded Microsoft tranche checkpoint paragraphs condensed into an explicitly historical, linked receipt index. Preserves the current 102/102 candidate decision and registered 186/186 July pin.
• INDEX.md: removes the same stale intermediate counters from the live catalog narrative, retaining all nine linked review receipts and the current NO-GO decision.
• CURATION_QUEUE.md: current frontier and #478 authority drift surfaced; historical tranche ledger retained as evidence.

Independently reproduced macro finding

Five existing first-party skills outside the concurrently owned PR #416 branch instruct host recurring schedules without a separate approval gate: smallbiz-ops, inbox-triage, career-radar, daily-briefing, repo-pulse. Exact current-main SKILL.md Git blobs, per-skill findings, and bounded remediation acceptance are recorded in #478. No skill repair is claimed in this PR. Avoided modifying shared registry/local-verification.json while #416 and #413 are in-flight.

• Microsoft registered July 186/186; candidate 102/102 exact-version static, NO-GO for pin promotion; unchanged.
