Part of #1103, per the owner's rulings on it.

• Changelog 1.5.0.rst:
  • The docs(changelog): correct the LICENSE history in the #630 entry #638 entry, which only corrected the changelog, is cut. Its one fact not already in fix(license): start the copyright term at 2017, and drop the end year #630 is folded into fix(license): start the copyright term at 2017, and drop the end year #630: the LICENSE header follows choosealicense.com's template.
  • The fix(vendor): pin except BaseException and correct a false docstring clause #876 entry ("follow-ups from fix(vendor): make main() exit non-zero when any crawler target raises (#872) #873's review") and the extract(no_eof=True) never returns: EOF is detected but nothing stops the loop #620 entry ("the ResourceWarning that reddened …") state behaviour.
  • CHANGELOG.md is regenerated, and changelog_md.py --check reports it in step.
• test_scapy_unit (ScapyFrameGuardTests): the provenance note now reads "Guards against an adapter ending an extraction on such a frame … (refactor(toolkit): revert the cross-engine agreement tests and the adapter code that only mirrors the default engine #1708)". The account of the reverted fix is gone. AST guard OK.
• Tests run: test_changelog_md, test_docs_* and test_conventions_doc_claims give 172 passed. test_scapy_unit and the docstring contract give 27 passed.
