Wheels built at the setuptools floor (62.3.0) omit pcapkit/py.typed #2062

Closed

Description

@JarryShaw

Describe the bug
A wheel built with setuptools 62.3.0, the floor [build-system] requires declares, leaves out pcapkit/py.typed. A wheel built with 75.3.4 includes it. This was measured while checking #2061's setup.py removal; only those two versions were tried.

Build isolation always pulls the newest setuptools, so PyPI and CI wheels are fine. A build at the floor, without isolation, ships a package that type checkers treat as untyped.

Expected behavior
Every setuptools the floor allows packages py.typed. Either raise the floor to the first version that includes it (find it by bisecting), or declare it explicitly so older versions include it too.

    Owner ruling, given in chat: raise the setuptools floor in [build-system] requires to the first version that packages py.typed, rather than declaring it explicitly. The worker is bisecting to find that version, checking it still supports Python 3.8, and keeping the conda recipe's pin in step.
