Marks the built-in screen recorder's virtual display as secure so that FLAG_SECURE windows are composited into the recording instead of being blacked out. Only the system screen recorder is affected; MediaProjection sessions owned by other apps keep their existing behaviour. issue: GrapheneOS/os-issue-tracker#664

Why on developer settings tho? I see this more like a feature to gain control back of our device. Maybe it could land under privacy/security settings so we don't have to enable developer settings as a whole to use this. |

Adds a setting to developer options to disable flag secure globally. Actual setting is implemented in GrapheneOS/platform_packages_apps_Settings#411
Replaces #313, which GitHub will not let me reopen after the
17branch was recreated. Rebased onto current17(84183af) with no changes to the patches themselves.
