Description of changes

Updates doc-builder from v3.2.1 to v3.5.10. Main improvements:

• Substitutions are now available in Markdown
• Container now lives in ESMCI/doc-builder, not ESCOMP/CTSM.
• preview_docs_pr now lives in ESMCI/doc-builder, not ESCOMP/CTSM.
