CLM needs surface Ozone for certain options. Right now Ozone isn't being output, but we should output it for when CPLHIST files are saved, so that CLM can more easily use Ozone from cases. For cases driven by prescribed Ozone, this isn't as necessary (but it still makes it easier, since those cases use latitude bands). But, for cases that prognose Ozone, this is critical in order for surface Ozone to be input into CPLHIST or turned into climatology data for input to other cases.
