Add the v0.32.0 merge plan for the fork - #21

Spike output for PAIINFRA-227. v0.32.0 rewrites the vMCP core, so most fork session and HA patches sit on code that no longer exists. The plan gives a verdict for each fork patch (keep, re-implement or drop), the resolution for each conflicted file, the CRD compatibility check against the v0.29.3 and f904 operators, and the rollout gates. The plan review settled the open questions, and checks on the live clusters changed two earlier assumptions: - Drop the Redis address alias in this merge. No live object uses it and no cluster runs the f904 operator any more. - The GET re-registration re-bind is real in v0.32.0 and lets another user take over a session. The guard is now required. Also add the decisions table, the Cedar check, the backend MCP review for the per-call backend session model, and the stg load scenarios. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
