ci(pr-automation): update cargo-semver-checks to 0.51.0 - #2088

The semver job uses the runner's default stable Rust, now 1.99, whose rustdoc JSON is format v61. cargo-semver-checks 0.49.0 rejects it with "unsupported rustdoc format v61", so the public API compatibility check fails on every PR. 🟢 Bumps cargo-semver-checks from 0.49.0 to 0.51.0 (with updated pinned SHA256) in the pr-automation workflow so the public-API semver check supports the rustdoc JSON v61 format produced by the runner's current stable Rust. The change is minimal and self-consistent: the version and hash env vars are updated together, the hash is enforced with sha256sum --check --strict at install time (fail-closed), and no stale references to the old version remain. The new hash value cannot be independently recomputed offline, but any mismatch would only fail the CI job, not alter behavior. No issues found.
