docs: refresh MAINTENANCE_DEPENDENCIES.md — stale since 2026-07-17

Problem

docs/MAINTENANCE_DEPENDENCIES.md was last updated on 2026-07-17 (62 days ago as of 2026-09-16). Per the maintenance runbook, docs older than 60 days that cover an area with significant recent activity should be refreshed.

Relevant changes since 2026-07-17

Since that date the following dependency-significant events occurred:

• New templates added: glue-etl-job, mlops-pytorch-starter, mlops-sklearn-starter, mlops-tensorflow-starter — each with new Python dependency graphs.
• New extensions added: fastapi-langgraph-chat, fastapi-mcp-client, all-mlops-github-actions, all-mlops-image-data, all-mlops-sequence-data, all-mlops-tabular-data, mlops-pytorch-distributed, mlops-sklearn-distributed, mlops-tensorflow-distributed — all with AI/ML-specific transitive deps.
• Multiple chore(deps) bumps across production and dev dependency groups (2026-09-10, 2026-09-15).
• uv tooling version bumped in GitHub Actions.

Suggested updates

1. Document any incompatibleWith constraints relevant to new AI/ML extensions (heavy transitive deps like torch, tensorflow, langchain).
2. Verify the uv sync / lockfile resolution notes still apply to the expanded template set.
3. Add guidance for AI/ML deps that have GPU-optional vs. CPU-only variants.
4. Cross-reference docs/AUTHORING.md AI/ML authoring taxonomy for dep constraints.
