Flaky CI test: embedding config test downloads from huggingface.co live #207

tests/unit/test_embedding_service.py::TestUpdateConfig::test_creates_new_config_when_none_exists fails intermittently in CI with OSError: We couldn't connect to 'https://huggingface.co' to load the files — the test path reaches the network to fetch the local embedding model instead of mocking/caching it. Observed 2026-08-10 on alea-institute PR CI (passed on one run, failed on the next, same base).

A unit test should not depend on huggingface.co availability. Fix direction: mock the model-load seam in this test, or guard with an offline-cached fixture.
