    The issue here is that we're still not fully transitioned to gtest. Need to replace TEST_CASE with TEST.

    The bulk of this was fixed by dda5ee8, although we still include TestSetup.h for scaffolding.

    @MikeHopcroft What do you want to do with the TestFixture stuff that remains?
