Objective

Release gate checklist for stable 1.0.0 criteria.

Acceptance criteria

  • All phase epics 4–10 closed with roadmap acceptance met
  • Cross-cutting hardening complete (observability, deployment, data policy)
  • CHANGELOG and docs updated; semver tag 1.0.0
