Context
In /w the Prompts row in the rail folds open to list the prompt apps. In /m developer mode the Prompts row (#8140) was a plain link.
Changes
In beta developer mode the Prompts row gets the /w caret and lists the prompt apps (up to five, then "Show all", each opening the app's playground). It uses the shared sidebar entity machinery (
defineSidebarEntitywith the /m scope, resolveChildren), the same way /m already lists sessions. The list loads only when the row is open: the gated source stays idle, and fetches nothing, while it is closed. On the collapsed rail the Prompts icon opens the Prompts page, as in /w. The catalog code was already in the shell (the shared registry imports it), so this adds no new code to the first load.Without beta developer mode nothing changes: the prompts list is never read and the flat Developer section is the same.

developerRail.test.ts: the prompt apps sit under Prompts withhideChildrenWhenCollapsed; without beta the rail is identical with or without the list. What to QA
