feat(frontend): match /w on the /m evaluations list header, menu and empty states - #8144
This PR makes the /m Evaluations list match /w in four places. It only shows to users who have beta developer mode on (or a deployment that forces the view on). The /m app without developer mode is unchanged.
What you see
Queue runs are gone from the list. The trace annotation queue run "Review support replies" no longer shows. The test set queue run "Label capitals test set" still shows, as in /w. The request now asks the server to leave out runs that come from traces or test cases, the same flags /w sends, so "Load more" pages stay full. (evaluations-list-09)
One button label, on the right. The primary button reads "New evaluation" on every tab and sits at the right end of the toolbar. The rest of the layout is the same. (evaluations-list-10)
SDK evaluation in the New evaluation menu. The entry shows on the All tab, and the SDK tab gets its create button and "Get Started". Picking it opens an "Evaluate from SDK" sheet, the /m version of the /w setup dialog: "Generate API Key", the install command, the example script with copy buttons, "Run in colab" and "Read the docs". The better /m Live description stays. (evaluations-list-11)
Fuller empty states. The empty table header row is hidden. Each tab shows its primary action next to "Learn More" ("Get Started" on the SDK tab, which opens the setup sheet). The copy was already the /w copy. There is no video embed. (evaluations-list-12)
Shared package change
queryEvaluationRunsPage and evaluationRunsListQueryKey in @agenta/entities take an optional flags value, sent as run.flags. The list key includes it, so a flagged list never shares a cache entry with an unflagged one. Other callers pass nothing and are unchanged. The /w type check passes.
Checks
Tests: new ones for the flags request and key, the toolbar label and position, the hidden header row, the SDK empty state, the route opening the SDK sheet, and the sheet itself (it generates a key for the workspace and project). The two existing list tests now expect the flags.
Developer view gate: evaluationsRoute.render.test.tsx "Evaluations route shows not found while the view is hidden" covers a user with no forced views.
Live, beta developer mode off and no forced views: the nav has no Evaluations item and the evaluations URL shows "This page isn't here".
Live, developer mode on: /w and /m compared on the parity stack for all four findings.
@agenta/mobile types, @agenta/oss types, full @agenta/mobile tests, @agenta/entities tests all pass, apart from mcp-policy-ladder.test.ts, which fails only on the remote copy.
Added an SDK evaluation setup flow with API key entry or generation, installation and script examples, and links to documentation and a Colab notebook.
Improvements
Evaluation run lists now exclude runs associated with test cases or traces.
The create menu uses its default label and is aligned to the right in the toolbar.
Bug Fixes
The table header is hidden when loading is complete and there are no runs.
The evaluations list now filters out trace and test-case runs and updates its empty-list and toolbar presentation. The evaluations route adds a custom evaluation option that opens an SDK setup sheet for API-key generation and code examples.

Run-list parameters and query keys accept flags. The mobile list sends flags that exclude test-case and trace runs. Tests cover request filters and query-key behavior.
The route offers a custom evaluation kind and opens the SDK setup sheet. The sheet supports API-key generation, setup links, and copyable installation and evaluation examples. Tests cover the sheet and route behavior.
Evaluation list presentation web/mobile/src/features/evaluations/list/EvaluationRunsTable.tsx, web/mobile/src/features/evaluations/list/EvaluationsScreen.tsx, web/mobile/tests/unit/evaluationsScreen.render.test.tsx
The list hides its header after loading when it has no runs. The create menu uses its default label and is aligned to the right; tests cover these presentation changes.

Line 24 says kind goes to the server, but queryEvaluationRunsPage applies kind after it receives server pages.
