merge-train: validated on 2026-10-04. The enterprise range be1160f..b73c65f is exactly the two fixes named, with no migrations. The OSS seam it calls is on dev. Both fixes have tests that go red when reverted. The enterprise suite at b73c65f gives the same result on dev and on #3208's tree.

Moves the
src/backend/enterprisepin frombe1160ftob73c65f(enterprisemaintip) so two merged enterprise fixes ship:dispatch_and_await_terminal, which is already ondev.Both were validated locally against current
devbefore merging (enterprise CI is not starting jobs): there were no new failures in the full enterprise suite, and reverting each fix turns its new test red.The pinned SHA is on the private remote.
