Problem

Closes #1997.

GPT-6.1 Terra is missing from the fallback OpenAI model list and has no public API cost estimate. Add it to the list without changing the default, and add OpenAI's published standard, flex and fast short-context reference rates.

The account-specific live catalog still controls availability when present. The existing GPT-6 fallback supplies a 1M context limit. The pricing estimates do not include long-context or cache-write charges.

Validation

• Windows: cargo test --locked -p jcode-provider-core --features tokio-tungstenite/handshake — 192 passed, 1 ignored.
• cargo clippy --locked -p jcode-provider-core --all-targets --features tokio-tungstenite/handshake — completed with two existing needless_return warnings in jcode-storage on Windows. With -D warnings those warnings fail the check.
• rustfmt --check --edition 2024 for both changed files; git diff --check.
• Both new tests fail on the base and pass with this change. The handshake feature is enabled explicitly because the standalone core test target otherwise lacks the tungstenite handshake feature required by existing WebSocket tests.
