Repository search in Package permissions doesn't work

When managing permissions for a package, I try to search for a repository to grant it access, but the search field doesn't return any results even when I type the full, exact name of the repository.

Steps to reproduce:

1. Go to a package's Settings > Manage Actions access (or repository permissions)
2. Click to add a repository
3. Type the full name of a repository (I have a list of 100+ repositories connected)
4. No results are returned, even though the repository exists and I have access to it

Expected behavior: typing the repository name (partial or full) should return matching results from the list.

Actual behavior: the search returns nothing, making it impossible to add permissions when there are many repositories to choose from.
